Rebecca is a member of the Colville Confederated Tribes (Arrow Lakes, Palouse, Entiat, Moses-Columbia, and other bands), and was raised in Nespelem, Washington. She graduated from Lake Roosevelt High School in 1998. She was one of the original Gates Millennium Scholars while she attended the University of Idaho in Moscow, Idaho. She graduated cum laude with a Bachelor of Science in Forest Resource-Ecosystems Management in 2002. She also attended graduate school at the University of Idaho for Forest Resources with an emphasis in Silviculture. Early in her career she worked as a forester for Omak/Nespelem District Forestry on the Colville Reservation. She was the CCT Administrative Forester and the Colville Tribal Greenhouse Program Manager from 2017 to 2022, where she oversaw all greenhouse projects, as well as provided technical assistance in the development and maintenance of the forest stand based inventory for the Colville Tribes. She also regularly consulted with the Forest Service of the Okanogan National Forest and Colville National Forest on Tribal Forest Protect Act (TFPA) qualifying projects. Rebecca is now the Natural Resources Division Director for the Confederated Tribes of the Colville Reservation.
