The Oregon Department of Forestry's State Forest Division has been transitioning its programmatic inventory from a traditional double-sampling approach "Stand-Level Inventory" to a remotely-sensed "Enhanced Forest inventory." Here, we describe our methodology for the new inventory, it's comparison to the previous stand-level inventory, and our approach to small-area estimation.
